POSITION SUMMARY
This position is responsible to the Assistant Manager, Engineering Services, Pipelines for providing capital improvement program (CIP) planning, design review, and development services. This individual assumes direct responsibility for directing and coordinating professional services contracts and reviewing engineering designs and specifications performed by our client’s consultants in the area of water and wastewater planning and design services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordinate planning efforts with potential and current contracting parties and consultants for water and wastewater services and related projects.
- Administer and manage multiple concurrent consultant contract services related to the planning and design of water and wastewater pipelines, ensuring close coordination with design consultants to produce quality deliverables for our client.
- Prepare written communication for the Board of Directors, Board committees, and other agency groups, and deliver oral presentations to Customer Cities recommending specific actions regarding developmental activities. Demonstrate excellent oral presentation and interpersonal communication skills.
- Coordinate with our client’s Land Rights Department for land rights acquisition, and collaborate with the Planning, Design and Construction Administration, GIS, and Operations departments throughout all project development phases.
- Manage the design function for water and wastewater pipelines to ensure that capital project budgets and schedules are met and completed in a timely and accurate manner.
- Assist in the use, development, recommendation, and integration of a centralized Capital Program Management System (CPMS) to update capital improvement plan implementations and funding needs.
- Participate in developing and implementing our client’s design and construction guidance criteria.
- Maintain positive public relations with current and potential contracting parties through effective oral and written communication to convey our client’s goals and objectives.
- May serve as Assistant Manager, Engineering Services, Pipeline in the absence of that staff member.
SUPERVISORY RESPONSIBILITIES
- This position does not regularly provide work leadership or full personnel management to any employees.
FINANCIAL RESPONSIBILITY
- Negotiate, review, and recommend professional service invoices; authorize funds within engineering service agreements (invoice approval and special service requests); and manage interlocal agreements with agencies and customer cities.
QUALIFICATIONS
EDUCATION
- Bachelor's degree required in engineering with civil, environmental, electrical, mechanical, or other technical fields related to water and wastewater preferred.
EXPERIENCE
- Minimum of five years of experience in a municipality, governmental entity, water utility agency, engineering firm, or similar background.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Texas driver's license.
- Licensure as a professional engineer is required.
KNOWLEDGE
- General knowledge in the field of water utilities and various governmental agencies' design requirements for the water industry.
SKILLS AND ABILITIES
- Effective communications, administrative, and management skills for handling multiple, concurrent capital projects, combined with public relations abilities. The position also requires mental alertness.
GUIDANCE RECEIVED
- Follow general professional standards and methods. A range of professional standards and methods guide assignment completion and decision-making. The position adheres to policy and procedures and receives general supervisory direction. Incumbents may identify and recommend changes to methods, procedures, and policies and assist in implementing those changes.
WORKING CONDITIONS
- Duties are generally performed in an office environment with periodic fieldwork required. This may include abnormal hours and stress related to problem resolution, professional services contract administration, and meeting attendance.

- Office equipment including personal computers, various printers, calculators, copiers, and our client’s vehicles.
